You can manipulate the CPU speed at runtime, it doesn't need to be loaded at boot. My CPUs (both Intel and AMD) can adjust their clock speed from the moment you load the related module, no matter when that's done.

If it works for you, that's great. Bluez 4's documentation is absymal and it still has a lot of problems (reconnection upon reboots, wakeups, etc.)

What patches are you using?

Please guys... This is plain idiocy. A space breaks normal parsing in the shell, unless you quote your value (which doesn't seem to be the case here, for obvious reasons - see below).
